I own a couple claw machines and you can make the payout any ratio you want up to 1/1000. Not sure about older machines but it's up to the owner how they set up the win ratio.

They can actually run your card and check the play history, I told an employee one time that I spent like 20+ tries and he checked my history and ended up just giving it to me.
