You have to remember that these mods were created using work-arounds that the community managed to figure out - not using the software the devs have access to. The devs also don't have to go experimenting to see what effect changing bits of code has - they already know this stuff and could re-create these mods much more quickly (and if they chose, to a higher standard). 2k22 was the first game I ever created my own mods for and whilst it was a fairly steep learning curve (I had never used 3d modelling software before), it wasn't too difficult once I figured out what I was doing. I can't create a brand new character from scratch but I could change someone's attire, edit their face, import clothes from outside of the game, change someone's hair, facepaint, logos on their gear and so on... Updating someone like Asuka would be a fairly simple job. I'd adjust her face texture to include her new facepaint, adjust her attire slightly to match what she wears now, sort her hair colours out, get her updated music and trons... Her entrance hasn't changed much so I'd probably just leave that as it is. I'd be able to get that done within 24 hours no problem and as I said, that's using workarounds rather than using the correct tools the devs have and with massively limited knowledge and talent when it comes to doing this sort of thing. We all know 2k won't update Asuka until 2k24 though and there's only one reason - laziness.
