Tipped ears don’t necessarily mean feral. Feels just means they don’t like humans which is definitely not the case with this guy. If a friendly cat is TNR’d that usually means the rescue that TNR’d didn’t have space or an available foster so the friendly had to be released.

Some rescues will ear tip cats that they helped low income people get spayed/neutered, they aren't all TNR.

If I lived in LA, I would 100% try to find that little guy and get him off the streets. At the very least, take him to the vet to see if he’s chipped or if he needs shots. Maybe he’s fed from the neighborhood, but to have no home is so sad and isolating even for a little cutie like that.

"he's the neighborhood cat so he is safe" is not true at all. Other animals don't care. Dogs would kill him, other cats for territory could do serious damage, not sure a bird of prey would be in such a populated area but i have seen falcons or hawks in my suburb so i guess there could be some. Then there are always cruel people. It aint ever safe for a cat outdoors, as much as they love it.

Sadly, outdoor cats typically only live to be 2-5 years old, while indoor cats get their full 15-20 years. Many scientists think outdoor cats age twice as fast as indoor cats due to their stressful lives. That’s not even taking into account the horrible risks you mentioned. Makes me so sad.

Yes, you would’ve “saved” him. That cat clearly wants to be with people. He would adjust to being indoors eventually. He’s going to get hit by a car or something. Outdoor cats typically only live to be 2-5 years old, while indoor cats get their full 15-20 years. Indoor cats who are allowed outside tend to live about as long as indoor cats, so that’s also an option.

what to do if you see a possible stray cat, you ask the locals if it belongs to anyone, some cats are community cats and hang around an area for food and love and they also keep the mice and rat population down if they're not a house cat and if you're still unsure you can take them to a local shelter and see if they have a chip on them with owner details. if all of these come up negative and there is no place or owner of the cat you are then clear to take the baby home.
