I could be way off, but face-wise, your doll looks like a My Scene Westley doll I had when I was little. She came wearing an animal print top, little denim shorts with a brown belt, and sandals. I know you mentioned a 1999 mark on the body, but I think that’s to do with the belly button mold they introduced in 1999, and I’m pretty sure the doll was released in either 2002 or 2003.

@@thats_flipping_retro You’re welcome! Always nice when an obscure memory (in this case an old toy) comes in vaguely helpful for something. I actually messaged my childhood best friend because it was bugging me not being able to remember which My Scene line the doll I described was. She said your doll does look like My Scene Spring Break Westley/Madison (Westley was the EU name, Madison was the NA name for some reason). And that denim dress was apparently one of the My Design Scene dresses you could buy separately from the dolls. But it could be worth just double checking on the r/MySceneDoll subreddit (which I just found out is a thing), because I’ve no idea which dolls are worth the big bucks to collectors.
