I think front line security are intentionally not told the law on public photography. They are told company policy "not allowed" which, in their ignorance, they believe to be the law. They probably do manage to aggressively deter some members of the public. Auditors are doing a great job protecting our human rights.

They're probably told that there is no photography, or videoing, on site or you'll get disciplined. And the security team think this applies to the public, off site. But, you're probably correct in your assessment that they will deter some people from carrying out these sort of activities, in public. There are quite a lot of people that will obey any sort of authority figure without questioning what they are demanding.
