The booms you are hearing are Marines training in what used to be called CAX and then Mojave Viper and now it's called Enhanced Mojave Viper to your northeast from 29 Palms. Was stationed there for several years myself....it was great 😉

Booms are probably the military training exercises that go on outside of Johnson Valley. Military trains on the other side of those mountains to the north. Saw huge convoys of MRAP's, APC's, Humvees going through johnson valley on the northwest side many times throughout the years

For that 120v plasma cutter, couldn't you use the 30 amp plug with a 30/115 adaptor? That should be more than the 115 house plug that's limited to 15 amps.
