You need a upgraded driver's license donated with a star on it to cross the land border both ways. Ontario canceled the driver's license program so you do need the passport. Ns license by default is the upgraded license. Only for driving over the land border.

He has what's called a "FAST card" which doesn't apply to normal citizen travellers, but is another way to cross into the US from Canada without a passport
