It is not illegal to melt foreign coins in the UK. In addition, the Coinage Act does not apply outside the UK. One could bring his/her British coins to France and melt them there. In France, it is legal to melt any coins, foreign or domestic.

Additionally, before they used the magnet, they were checking dates for pre-1993 coins, however, some 2p coins minted in 1998 are actually made of copper as well - they would have missed out on some profit. luckily, they switched to the magnet anyway - the better method regardless of magnet size.
