Is Pan's Labyrinth considered as Latin Cinema? Because it was shot in Spain, yes, it was directed by Guillermo del Toro but when he came with mexican producers to introduce the idea of the film, no one believed in him, that's why he went to Spain.

It was directed by a Mexican director so yes!

Not only the director was mexican, but the producer, the production designer and many other people working on the film were too, the film was nominated to the Oscar for best foreign language film representing Mexico, and the Oscar's had at rule were a film that is made by more than one country needs to have a minimum amount of people of the country that is representing working on the film. So you can say is a coproduction between Mexico and Spain.
