Can't believe your advocating young kids to ride electric scooters, although no legal they will do, livking in the canaries scooters(patinetes) are just a scourge as riders have no sense of what is going on around them. The law should change to ban them unless you have obtained a licence and as for being able to hire them via an app with no chance of even a helmet😮
