To probably explain the shell bell held item choice is likely someone had that built to be a Tera raid Pokémon and in those shell bells are a godsend item since heal back rates on that and HP sap moves are basically multiplied due to larger damage output against larger HP raid bosses

Yes it doesn't evolve nor has pre-evolutions. There's only 3 Legendary Pokémon in Scarlet and Violet that has pre-evolutions: Solgaleo, Lunala, and Urshifu. There is a fourth but it's not in Scarlet and Violet
