In Romania we have the wedding at the city hall performed by an official member of the city hall, it can be even the mayor in a small town. It's made in a room of the city hall, or another official building like the one you visited, with some friends and family. There we receive the official documents after some words and the signatures. After that, for most people in the same day (but it's not mandatory) we have the religious wedding performed by a priest of your religion, at church for orthodox Christians, or in other places for others (depends on your religion). After the official and religious weddings is the party at a restaurant. All three can be in the same day, like it was in my case.
