Yep, i believe all of the major theme parks do events like this! I'm pretty sure that Universal doesnt really do food festivals but they do have events like mardi gras that has food especially served for that event only

Layers are definitely the way to go, topped off with an umbrella or a poncho (get one from your local Walmart or Target or "discount" or even camping gear store- they will be much cheaper than any one you can get in-park!! Unless you want one for the souvenir-factor, of course!) Just remember to bring a plastic bag (a gallon ziplock can fit about 3 adult sized-ponchos, maybe 4 if you REALLY squish them) to put them in when they're wet. After April, you probably won't need as thick of a jacket as Tim had- probably just a lighter one, and/or maybe a sweater.
