Situations will never and can never be the same in life. No single political party can rule Ghana for a life time. Deputy Speaker is not a Speaker. No selff-aggrandizement person should hold the parliament for ransome. Deputy Speakers act as Speaker when the latter is not present in the patliament. They substitute but do not take the salary of the Speaker. Bagbin may be out for a month and still be paid as Speaker. There can be no two Speakers at the same time as by the constitution. In spite of Bagbin wrongful action and inordinate misuse of his office, he is still a speaker, until an action is taken to replace him. Osei-Owusu as Deputy Speaker acted for the office. He is still an MP and one of the 275 members of the house. He never at any time loses his membership when not removed by law.. The Speaket is never a member of the 275 number. The quorum for the current Ghana parliament for any exercise is calculated from 275 number of MPs. Anybody of the number 275 who is present in the parliament consist in the calculation that constitute whatever quorum. Osei Owusu is included in the 275 number of MPs. He is include in any quorum calculated from the 275 when present in parliament. Any person of the 275 number of MPs who is present to partiicipate in parliamentary business at anytime is included in the quorum calculated from that 275 number. Once again quorum and voting are not the same. Quorum is calculated out of the number of members present for parliament business. Voting is calculater from the number of votes cast. It is sad some MPs lack basic logic and maths to comprehend this principle. They make what is simple complicated. I wonder how they can help to resolve complex issues of governance. Why use 275 number to calculate a particular quorum and still do not want to use every one of the same 275 present to constitute that quorum. (Aba Kade) This can be conceived only by Bagbin-NDC logic and maths.

I agree. However, even if he was speaker, he was right in counting himself for the purposes of quorum. The speaker does not cease to be a member of the House. So when counting members, he should be counted as well.
