There's a 1% chance upon joining a new server to get the evans dusttale wave. Beat that and you can use him.

It's a 1% chance to spawn in a new server. it has a requirement though. Beat Collapsed, NM and HLD first. Then once you've done that, a portal will show up behind Anti-Error and HLD. Go in there and you'll be teleported to a game named "FINALLY." The only character that's playable in that game is Papyrus. (The reason he appears as a spirit, is because he was a victim of Hyperdust. Or, Evan's Hyperdust, rather.)

The requirement are really simple. First, defeat the high LV dust. Select the fight and wait for the game to end. Then a portal will appear behind the high LV. Enter it and you will be teleported to a game named "FINALLY".
