what is the definition of a custom hook? is it the 'use*' function naming convention or return value is not a jsx element, or something else?

They’re basically functions that use state or other react hooks. They can only be used inside a react component.

Look up the Rules of Hooks in tbe React documentation. Custom hooks basically allow you to use React hooks like useState outside of a component. If you're writing a function that doesn't use any React hooks, then it's a regular function and you don't need to follow the rules of hooks.
