An easier way to remove the spring holder and washer is to use a small curved tip pic to push the spring holder in slightly in order to catch the underside of the washer, then softly pry upward. The pic will hold the spring and spring holder in so they wont pop out. The washer doesn't fly out either.

Hi John, I just insert the spring and spring holder inside. Then lay the washer on top of the spring holder and slowly push down to the carb indention. Once in this bbn position, make sure one side of the washer is up against the wall of the indention then use the small curved pic's curved backside to press the washer flush. If it doesn't hold, you can carefully spread the washer out slightly and retry. I actually unscrew the emulsion tube, remove the emulsion tube holder (threaded tip) and slide the washer around the top of the emulsion tube. This seems to be perfect for spreading the washer out just enough. Once you have it so it stays in place, make sure it's laying flush with the surface of the carburetor all the way around the indent. If not press it down a bit. I've found some washer may have been bent prior on some used carbs. I've used a couple of crescent wrenches to bend back flat. I hope this helps.
