Hi sir, This is sravan kumar doing research in the area of power system state estimation. I request you to clarify my doubt. How PMU data can be obtained for standard IEEE 14 bus system..

You can use any three phase simulator tool to generate the data. Then use those waveform through any pmu emulator to generate phasor data
