From what I’ve quickly read, it seems that ragweed grows best in wet, low fertility areas, and also potentially areas that are overgrazed. So potential filling that niche. What do you think?

What if there are very little weeds? I plowed a field that hasnt been plowed for 40 years, and I planted wheat. But I barely have any weeds, what could that be?

It’s important to remember that this concept is a “rough science” and will change depending on the context. I don’t know exactly for you but would suggest that it might have something to do with Fungi to bacteria, little amounts of free Nitrates, perhaps little amounts of compactions. It could be possible that the conditions for this field is great for wheat as it’s just come out of 40 years of pasture. If the wheat was able to establish a full canopy before some of the fist pioneer weeds wouldn’t be able to compete. Just be careful as plowing can cause other problems which can degrade the soil, making it favourable for other weeds.

Most Weeds prefer a bacteria dominant soil, which since you've just plowed up a pasture it'll have a significantly higher proportion of fungi to bacteria. Plowing repeatedly year after year will make the soil turn bacteria dominant and cause other problems like compaction too and nutrient imbalances.
