French and English are both official languages in Rwanda alongside kinyarwanda and Swahili,French is more common in older generations because it was adopted long before,due to diplomatic tensions between Rwanda and France back in 2006 saw French language dropped and English adopted so English became more utilised and all curriculum were changed in English language,so the younger generations are more into English,many schools teach both French and English although Kinyarwanda is the most used in Rwanda.

I also think it depends on where you went to school some went to anglophone schools and others francophone. Also where your parents grew up from, if it's Rwanda, Burundi,RDC or another francophone country,you are most likely to speak french than kids with parents who grew up in Uganda, Tanzania and Kenya. But as she said Kinyarwanda is more common.
