Zoras can swim so fast, that a waterfall is as much of an obstacle to them as a crosswalk is to us. A better comparison is asking if Sonic would need a car, despite the fact that he can run. Spoiler the answer is no. Both a Zora and Sonic can out-speed any boat or car, respectively.
