Yes it is because every single different scene gets handed to a different animator because animating a scene can get very tiring but since different animators are working on different scenes they don’t know what was added

It’s unlikely any of those reasons would be true. The people who created this probably draw background, characters, then add arms and legs, it’s likely they just didn’t notice that a frame was missing an arm until the end or maybe even after the episode came out and thought that no one would notice since it’s barely a split second. 1:07
