the name of the song is Welcome Home, and its about Huggy Wuggy. and in chapter 3 we have the Nightmare Huggy Wuggy cutscene that the last word the VHS guy said was: "Welcome Home", i wouldnt doubt if MOB was referencing Poppy Playtime songs but that could be just a coiencidence maybe.
