Werner Raza is Director of ÖFSE - Austrian Foundation for Development Research in Vienna. He holds a PhD in Economics from WU Wien - Vienna University of Economics and Business. His research areas are international and development economics, industrial policy and political economy.

This presentation was part of an expert workshop on the so called Twin Transformation, organized by OEFSE and the Austria chamber of labour and held in Vienna in June 2024.
About the workshop:
The renaissance of Industrial Policy (IP) is surprising, given its marginalisation during the economic policy discourse of the last 30 years. Welcoming this shift, it's crucial to examine the reasons, methods, and beneficiaries of IP from a progressive and labour-oriented standpoint. This workshop, organized by the Austrian Foundation for Development Research (ÖFSE) and the Chamber of Labour of Vienna, aims to address these questions.
Key topics include:
- Motivations for IP, such as the climate crisis and digital transformation.
- Objectives and beneficiaries of IP.
- Decision-making processes and implementation challanges.
- Critical unresolved issues in EU IP, including labour market impacts, the lack of legitimacy, governance deficits, the need for enhanced state capacities, and the macro-financial framework.
The workshop's goal is to stimulate debate among progressive scholars, trade unions, and civil society. Outcomes will feed into future publications and activities, aiming to provide inputs for the design of a comprehensive EU IP framework for the next five years, supporting trade unions and progressive civil society during the 2024-2029 legislative period.
