Apparently Lorelei's AI was specifically changed in order to prevent soft-locking that could occur in Blue/Red. Take a fighting type with only Rage too weak to take down Lorelei's Dewgong, save in Lorelei's room, fight Lorelei, press Rage, Dewgong uses Rest on repeat because of Gen 1 AI and no PP usage... you could never win. Very specific instance, but theoretically possible for somebody to stumble into and break the game. By giving Lorelei that specific AI, it would allow Dewgong to KO that Pokemon instead and break the soft lock.

Me as a teenager, playing Pokémon Yellow on the school bus: Brock’s Geodude is invincible there’s now way I can beat him Me now: If I ever get a second-hand copy of Pokémon Yellow, I now know that Ground types are immune to Pikachu’s electric attacks and that I have to either catch a Mankey, fully evolve a Caterpie to a Butterfree or catch a Nidoran Female and train it until it learns Double Kick. Oh, and that I can manipulate the game in such a way that Gary evolves his Eevee into a Vaporeon
