Yes. Sierra Madre Mountain Ranges stretching 500 kms East of Luzon island serves as a Natural barrier/fortress weakens typhoons passing this region.

Not as strong as Haiyan(Yolanda) but definitely Rai (Odette) range still very dangerous and deadly. Haiyan had one of the lowest pressure drops ever measured which made it very deadly but people should never downplay any type of severe weather just because other storms are more powerful than it, it will still deal very significant damage. We in the Visayan region had been spared with these Storms thankfully but still, prayers for those who are affected and going to be affected by this storm. Stay safe to you all

Hey there Robert there was a photo taken yesterday in Albay and it almost resembles that of a Mesocyclone albeit a smaller one but it looks like it was about to produce a weak wall cloud formation as I said in the comments section if it is persistently spinning seek shelter because it might produce damaging winds and hail or probably a tornado because I know some tornados form on the forefront of some storms. Or it might be just lenticular clouds who knows LoL
