When I first started in law enforcement, I was told you NEVER wear sunglasses when talking with people. I never did. After over 30 years, I still pull my sunglasses up when in my vehicle when I receive a phone call. Respect, is when you make eye contact with your fellow citizens.... I theorize the disdain the police have is a direct result of how policing is done in the US. The significant majority of police interactions are for minor traffic infractions just to get ID. If they're lucky, they get an easy arrest for warrants, accolades for the arrest, promotions, etc. This breeds a viewpoint that all citizens are a criminal who just need their ID run to confirm, or be asked the right entrapping question. It's disgusting.

I think a lot of people have a pretty serious misunderstanding about what exactly Stop and ID actually means. From my understanding, ALL it does is lower the bar from Probable Cause to Reasonable Suspicion. There aren't any circumstances where cops can lawfully force random people to ID without at least RAS.

@@fettel1988 you’re taking the terminology from “stop and ID state” quite literal. In “stop and ID” states cops need RAS of a crime in order for them to lawfully identify you. They cannot just walk up to you and demand ID just because they want to know who you are, that’s not what a “stop and ID” state is. California isn’t a “stop and ID state” therefore even if a cop has RAS on you, you still don’t have to identify yourself. The only time you are legally obligated to ID yourself is after being lawfully arrested.

In Ca, a non stop and ID state, you don't have to show ID unless your arrested for a crime (even with RAS)-barring driving. Plus you cannot be charged with obstruction.

In Indiana open carry was legal with a license to carry. Without that LTC, you could not carry either open or concealed. The law was read as the LTC was a mitigating factor, which allowed the cops to ask for the LTC to positively prove that you were legally carrying. About five years ago or so the Indiana Supreme Court ruled that open carry had become so common that it was no longer considered valid for the assumption to be that an open carrier was so doing it illegally. That shut down the cops being able to ask for the LTC when they saw a handgun being carried openly.

"I can walk with you just like you are walking" is what they say but if you look up harassment ordinances (such as my town) it says "(c) Follows a person in or about a public place; or (e) Directly or indirectly initiates communication with a person or directs language toward another person, anonymously or otherwise, in a manner intended to harass or threaten bodily injury or property damage, " etc. So following someone just to follow them is actually harassment.
