Software engineer here. North Korea physically limits access to the internet. They have a closed system and only government web sites are available. They don't actually have internet access. If encrypted, it is physically impossible to identify CP (or anything) without first decrypting it.

This sheriff is excellent however his claim that tigers don’t change there spots relies on genetics being the root cause of this behaviour. That remains to be determined. It is most likely some combination of genetic and environment factors. Also the forms or rehabilition, correction are also not a affective at all and as a result offenders should remain incarcerated until solutions of discovered.
