5:49 In my dreams I am seeing this card differently. Not only does it seem to react to me but also the HUE has 2 ports hand shaped for interaction. It wants me to put my hand on the HUE and theres 2. 400hz and what you hear here 1000hz. Clearly a link but to WHAT??? I never tried it

That's how it was till the early 90s. Now it's usually infomercial between 1/2 am till 4/5 am when local morning news starts

There are TV stations in Lithuania that sign-off as late as 05:20 in the morning (or even after the morning news), and the closedowns usually only last for 20-30 minutes at most

Usually some stations in the late 80s / early 90s would sign off around that time or maybe at 4 in the morning for an hour or two just for transmission maintenance.
