"was so generous". Its a mandetory game mechanic, that does not interfere with game state. You can`t refuse the player to put down a force 1 or 2. Accel 1. Protect 1 or 2. The only gift that interferes with game state is Accel 2. And at any point if a gift has been forgotten, you call a judge. Get their opinion. And procede with game state, and get that marker. If it is an accel 2, then the judge is necessary.

Besides in bcs or spring fest if your opponent does this and then tries to after continue the game and then places the gift marker you can call a judge and your opponent will receive a warning/penalty
