you are right - a lot of Colorado Springs is gross. Best to stay north of Constitution in general, though crime is steadily spreading. The beauty of Garden of the Gods is offset by the heroine addicts laying in the street near Knob Hill, Acacia Park or Manitou Springs. There might be one or two stores still open in the Citadel Mall, but generally all the major stores have moved out of that area - that's why there are multiple Targets on Powers.
