It seems people sometimes forget, that VTubers often are Voice Actresses and controling your voice sure comes in handy with singing too. Anycolor (Nijisanji) is a large, risk-averse corpo with a billion dollar market cap; also a juicy target for copyright infringement in Japan. That's why all these "big agency" vtubers ask their legal dep. for game and song permissions. But Japanese indies (doujin) are in fact notorious for their fan works: industry turns a blind eye to it because there's no money to take from them. A western equivalent would be Rockstar letting people stream their games without explicit permission (which is copyright infringement!), but then taking down Gorillaz's videoclip for Valley of the Pagans, produced with GTA 5, because Warner could have afforded a hefty license.
