Public land is public, period. Private property can’t be barred unless by the property owner.

@CornPopsDood The rules change in a disaster area. You're right, during normal times. You should probably check with local police in a disaster area. They were posted all along the roads in some areas to stop gaukers. The only people allowed in are residents, military, medical, emergency responders, power companies, construction equipment; and all must have a permit.
