I dont know if this is true for the games, but in the TV show the universe they're in doesn't have a version of zombies like ours does. They have no preconceived idea of someone rising from the grave, even in fiction. So them being confused and terrified is because they've never HEARD of a zombie before. Hence the name walkers, biters, etc
