I didn't think they still used these. We learned with them in first grade I think, in the 1960s. Ours were wood of course.

Sixty years ago they tried to teach me basic arithmetic with these rods. I found them just as confusing as your garbled explanation. I would advise teachers and parents to avoid them. There must easier ways of imaging basic mathematical concepts rather than making pointless and muddling equivalences with lengths and colours.
