what if there is a future requirement to add new dimension. how do we add it to the junk dimension table without changing the existing surrogate key? say i have another mini dimension table that stores pk from fact table with its junk dimension key and a snap date. if there is a new dimension to be added to the junk table, how do we backfill the historical data?

That's an interesting question, I have never personally came across this scenario myself. Let me think over and research the best solution and I will get back to you.

Why exactly should a "junk dimension" be of low cardinality? The smallest storable unit in a DB is one byte, that allows 255 values (+1). Is that low cardinality? When does it become too large? It seems the UI may become more complex when selecting which combination is to be searched for, but again that can be handled with UI logic. One million does seem large, but again that is easily stored in 32 bits.
