They can be scary. Especially when deploying and recovering them at sea when ocean conditions are "less-than-favorable". They are very heavy and the USCG and NOAA have worked together at sea for more than 50 years to make the operation as safe as possible. Buoy deployment and at-sea operations professionals are among the bravest.

I feel like they should be much wider on the base incase someone is lost at sea in the very rare circumstances of being located near a buoy

They're essentially strong anchored floaties with bunch of sensors attached to a computer transmitting data via radio waves. Buoys are great scientific tools, but they do not contain special trade secrets, and nothing to copy from. It's not some secret technology.
