I seem to have the same problem. I literally have zero knowledge on financing but want to learn more about it. The explanation seems to be a typical reading from a book. My imagination and visualization faculties seems to be at a handicap here.

yes it's exactly that, either its a physical paper or a digital one. Think of it as you giving a small loan to the government by buying a treasury bill, they in turn give you a return as interest on the price of the bill after 91/182/364 days as mentioned on the bill. It helps the government to meet short term cash requirements.
