Agreed although them getting off did make sense. The gem empire was made of millions of gems, most absolutely loyal to the Diamonds. Killing them would start a war the main characters could do nothing to stop since their numbers were in the 10s. Meanwhile sparing them allowed for a peaceful end to the empire's genocidal ways and for most of the citizens to change for the better. He's the one antagonist in the entire story that went out of his way not to kill people only breaking that when he was a little bit emotional from his entire perception of reality being flipped on its head in a good became evil and evil became good sort of way. Of all the characters in the Naruto universe to complain about getting away with crimes Sasuke is the most reasonable since he was never really a villain. Oh yeah he killed a genocidal kin killer and a rotten politician who orchestrated and greatly benefited from said massacre. Then turns out Danzo did quid pro quo with Orochimaru and seemingly gave Obito a lot of spare Uchiha eyes to later use in a war. He got rid of 2 people one perceptually and one factually bad, saved the world, was friends with the other savior, and then another savior who was currently Hokage. His redemption is more than earned legally and morally in the world he's in.

TBF, at least the Hidden Leaf Village keeps him in check and he becomes somewhat of an asset to Naruto when he became Hokage. Frieza destroyed multiple planets, including Planet Vegeta. And goes back to destroying multiple planets after the Tournament of Power. Even getting the power to one-shot the two Saiyans that said were going to keep Frieza in check. I think the main thing here is that Frieza was not really expected to change. No one Forgave him or said he changed. They just used him when needed.
