Micheal should of excluded him from the beginning he failed to protect his father he failed to learn the casino business he took sides against the family in an argument yet you give him the power to betray you

If Fredo snitched or wore a wire, you could sort of see Michael having to enforce the code. Michael should have removed Fredo from mafia affairs and exiled him somewhere - no one would have thought he was weak for that.
