My wife’s phone has the same problem, (SOS only), so i tried inserting her Sim Card to my iphone and inserted my sim card to her iphone , played around with it for 10 minutes , swapped them back again and then it seemed to fix it, hope this helps, sorry if instructions aren’t quite clear

I live in a sort of cellular dead zone, and have to rely heavily on WIFI calling/SMSing. When my phone flips into SOS mode, even though WIFI is enabled, I also cannot text. Super annoying. In general, SOS mode is activated if I get out of range of my WIFI on my property (which happens at least daily). I have a few tactics to snap it out of SOS mode...1) power cycle 2) make sure I'm on my strongest SSID. Even changing SSIDs can be enough to "remind" the phone that I really don't care about cellular signal strength since I intend to leverage my WIFI.
