Is BARC kind of like a traffic police force?

That would be "speed demon" company. BARC as a whole is a recon/scouting spec ops. Their trooper corps works as entry company and reserves, Dusk is the main active force focusing on the BARC duties. Storm company are the pure combat force sent to hold the lines and such. And speed demon are the traffic police.

Custom crosshair, when in GAR go to settings -> general -> custom crosshair. Then input the id of the crosshair you would like, might make a video on this topic in the future.
