13 anf 14 15 was gereos attempt to make more perfect andrioids with a machine base instead of human base. However gero never activated them so the computer cotinued the work. Gero wanted to grow in strength and have a means to continue his work thus android body for himself but he was weak in his opioin. So he needed andrioids to get stronger. He made andrioid 16 who is far stronger. Still doesnt have the ability to grow in potential thus 17 and 18 were made with a human base. 2 andrioids with a human base and potential to grown in power. Yet something is still missing gero realized the two of them would be far stronger abd more power should they be fused. So he made cell with the potential of many great fighters and potential to absorb 17 and 18. The monstrous abdrioid aimed at perfection.

They've fought the same main timeline enemies in addition to their own, so they should be stronger than our timeline Z fighters by default alone. That's why I believe in this movie, Goku wasn't around or probably able to be around during the defeat of 17 and 18, and resurfaced after their defeat somehow.

Just like Certain Z fighters that were missing from other certain movies without explanation. It's also logical to assume to the dialogue between Goku and 13 too. He implies as if he knows of 17, 18, 19, and 20, But he also implies indirectly he never fought them in that timeline. It's logical to assume Goku would have at some point in the battle compared 13 to 17, 18, 19, 20, even 16, or even Cell since he all but said he knew of them during the first encounter between him and 13. " So now Doctor Gero's computer is trying to kill me??" Comes off as if this timeline Z Fighters or Goku at the very least never had to combat 17 & 18 in the hard manner if at all the other timelines had to go through. We already know they never met or had to deal with Cell in this timeline because we saw this version of 17 and 18 kill this movies timeline Cell. Somehow they had to have likely been defeated, reasoned with, or subdued by the time 13, 14, and 15 show up. In conclusion, I'd say Goku in this movie timeline likely came up with the heart virus earlier than our timeline, but somewhat later than our Future Trunks Goku. That would technically and logically put this timelines Goku out of action about right before the appearance of 17, 18, 16, 19, 20, and knowledge of Cell, and fully healed from the antidote right after the Z fighters had somehow stopped the Androids who had already killed Gero and Cell themselves in the lab. Whatever the reason, I think movie Goku missed out on the Androids entirely and that another Cell came to that timeline just like ours and successfully became perfect.

Another thing is that I guess for Gero’s computer, the development project for creating cell was more important than the mechanical androids even though they were almost complete, as Cell would’ve been able to do everything that all the other androids could do, absorption in some way, self destructing in case if things go wrong, and has the potential to become stronger by absorbing the other androids, while by default being stronger than everyone else, at least that is until the Z fighters started training in the time chamber.

There is actually a fan made comic (forgot the name, DB Multiverse I think) which shows their version of the events of the unseen timeline. Even though it’s fan-made, I find this telling a lot more believable if I’m being honest. As mentioned it’s very out of character for Goku and Vegeta, to allow 17 and 18 to be defeated with a simple remote. In this story, Kami refused to let Goku and the others train in the Hyperbolic Time Chamber and he refused to fuse with Piccolo. He did this because 17 and 18 did nothing wrong, and are not threats to the world. Trunks and Krillin then find Dr.Gero basements, and discoveres the blueprints for 17 and 18. They also find fetus Cell, but they decide to leave him alone, since they have no knowledge of him, or his purpose. The Z Fighters then decide to train at Capsule Corp, when the Androids suddenly arrive. Bulma had already created a shutdown device to use against them, and this scared 17 and 18, to point where 17 threatened to kill Bulma. But thankfully, 16 told them to stand down, and allow them to train, promising they won’t harm anybody. And eventually the Androids became friends with the Z-Fighters. 17 became a sparring partner for Goku, and eventually Goku managed to surpass him strength. Trunks then takes the shutdown device to his timeline to disable his androids, and of course he gets killed by Cell, who proceeds to travel to the past one year before Trunks, thus creating the main timeline.

I always wondered what the other Androids that are never shown looked like. 1-7 and 9-12 were completely artificial, but Gero could not control their personalities: too dark, too stupid, too nice, etc. These units have design flaws or other problems, which lead to them being scrapped. My head cannon Major Metallitron is “Android 4” due to his many similarities in design with Android 16, and because 4² = 16. According to Dragon Ball Online Android 9, an artificial replica of Commander Red. Android 9 was an entirely mechanical Android constructed by Dr. Gero at some point following the Red Ribbon Army's defeat but possessed a problem and so was destroyed. So take it will a grain of salt. 9 and the androids that follow were created with the sole intention of killing Goku. However, like 1 through 7, 9 through 12, all have problems, which eventually lead to them being scrapped. It would be cool if we had designs for the unseen ones.

Objections... I think Androids 13-15 were in Gero's underground lab (the one in which Cell was). They were programmed to wake up if 17-18 were defeated somehow, which is what happened in the unseen timeline. In the main timeline, they were destroyed when Trunks and Krillin destroyed the underground lab.

What’s funny is 13 was super OP, before absorbing 14 and 15. Think about it, he was beating the shit out of Goku, and was fighting on par with him as a super saiyan. 13 himself only gets hit 3 times: 1 time from goku bursting from the ice while 13 was gloating, gohan hitting him in the back of his vest with a blast he couldn’t see, and piccolo bursting from the ice and grabbing him and tossing him. Honestly, 13 was super interesting as a fighter. Better than the super form (which was too invulnerable and slow witted). Regular 13 was smart, deadly, cool, and iconic.

I feel like the unseen timeline being this movies timeline makes perfect sense. "Future" Cell doesn't exist in the unseen timeline. Which means it's likely 16 doesn't exist. 19 and 20 probably never attacked and it was just 17 and 18 who attacked on that island. I feel like Cells time travel changed the events way more than trunks did. The z fighters probably got pushed back by the androids, they found a way to deactivate them. And then trunks hung around, 13 happened and then on his trip back home he killed his own androids and then to the past he got killed by cell.

KH3 gave us little hints of this, but overall that was being saved for 4 now that Xehanorts story is all wrapped up. there are plenty of similarities between versus 13's trailers and verum rex footage. I think the Super Android 13 movie takes place in the unseen timeline. It seems they already took care of 17 and 18, but there doesn't seem to be even a hint of Cell. So I can imagine they found the plans for the shutdown device and shutdown 17 and 18 and destroyed them. 16 was probably eliminated while he was still in his pod. Afterwards this Future Trunks returned to the original timeline and did the same to his 17 and 18. He would return to the unseen timeline to tell those Z fighters what happened. This is where the Super Android 13 movie begins. The Computer awakens 13, 14, and 15 as backups in case 17 and 18 were destroyed. Afterwards this Future Trunks returns to the original timeline and destroys the still sleeping 13, 14, and 15 of that timeline. Soon after he is killed by his Cell, who uses the time machine to travel back further in time, thus becoming the Cell we fight in the main timeline. All the while in the unseen timeline Cell is still developing in the basement lab, no one aware of his existence. But probably by the time he emerges, the Z fighters of the unseen timeline will be so much stronger that Cell won't be a threat.

I don't know about the older android models, but there seemed to be a downward trend in power - at least starting at 16 - so I wouldn't be surprised if 13 was stronger, but had some other flaw in Gero's eyes that kept him from seeing the light of day.

It's always important to remember that regardless of what you think, 13 is canon. Whether it's possible for him to be in the main continuity timeline or not, Toriyama designed him and said "Yeah go for it."

Tbh I could see them making a Dragonball Super movie about not just android 13 but all the androids (or at least mentioning them in some way) we didn't see. Also making it a good way to add/rewrite non-canon android characters like super 17, the bio-warriors from bio-broly, dr wheelo and his minions, etc... or using their designs for new characters or inspiration. Granted they would stop being their movie/dbgt versions but better than being forgotten right? We alteady don't know what happened to androids 9-12 so who knows?

The movie Android 13 exists as part of what I call the "Anime-verse", a separate continuity that includes characters and events that don't officially exist in the manga. Stuff like filler, Anime Specials like Episode of Bardock and Future of Trunks, the DBZ movies before BoG, and GT all fall into this special Anime only continuity in which things often don't make any kind of chronological sense together but still exist together nonetheless. "Canon" Android 13 was probably nothing at all like his anime counterpart. That means no energy core assimilation, an entirely different appearance and personality, etc.
