What happens if you recruit ALL of the Villagers?

I wonder what would happend if you took the time to repopulate the town, and then release all those villagers that you recruited ^^.

I believe any released villager will go back to the city of origin, and as far as I know the city will just have an overpopulation. Now it's possible that they would get a hidden homelessness debuff and eventually leave, but I don't know how long that would take and I have not seen it yet.
