I tried something similar myself: So i went for a League 2 team got to premiere league with a 70-80 rated team. And then switched to another premiere league team. When i played with the League 2 team in the premiere league my budget didn't increase, but when the AI took over it seems like they automatically get millions and actually bought some decent new players.

You can sign anyone haha, before you start the season, go to edit player in the main menu and change there position, ie Messi into cb, he then becomes a 58 overall. Then start the season and buy him then develop him back into his normal position.

AI transfers are on real life reputation at the start of the game. So if you put Chelsea in league 2, swapped their entire squad with that of Grimsby, and gave Chelsea the two billion, I think they would spend a lot. Please try it if you see this
