To be fair on the no training part, depending on how this world view works many gyms, dojos and other training facilities would deny him on the base of being quirkless and if not Bakugo would attack and force him out on the grounds of he doesn’t deserve it or him looking down on him.

Yeah. The PF never really took into account how biased this world is on people who don't have superpowers. They were only berating Izuku on how he never tried to actually get stronger.

He could have still done basic exercises the don't require a gym ie pull ups squats running push-ups and such

There was also the fact that they all in the vision were training there quirks, I agree some basic exercise would have helped but pick people like aizawa or ms. Joke, who can't use their quirks like others instead, so I can say "yeah that extra set could be the difference between saving a person or not"
