According to the author of the AO3 work: One for All is a closely guarded secret known only to All Might and his successor, Midoriya Izuku. During the USJ attack, things go very badly. Rather than have it lost forever, Midoriya is forced to pass on OFA to an unlikely and unwitting recipient. Now she has no one to guide her development of a powerful and dangerous quirk she doesn't initially realize she even possesses.
