His body has literally the same resistance to bullets and fire like our body does. Goku tanked bullets from rifles as a kid without any training. This literally shows the difference between these 2 guys. Izuku will end up being paralyzed forever if he ever tried to use ultra instinct. Sorry for the late reply.
