My route for this would be izukus dad owned a business that partners up woth the hero association and hero schools that train teens to be jujutsu assassin's they are basically heros who are allowed to kill they take lethal, stealth and offenseive quirk users only or people ok with finishing villains. The classes will be -1A to -1D class -1A to C are assassin classes while 1D is support they make lethal support gear

U could go with your idea of combining both sides and still not have him be a vigilante. You could go with the villiain route as the start. But as the story goes on Izuku would be forced to safe people. This causes him to start questioning if Rika would want him to go down the villain route. If she would be happy with him as he is now. Then u could have Rika transform back into her child self just to tell him, she wants him to follow his dreams and what happend in the past can't be changed and killing heroes won't change the fact that corrupt heroes exist and will continue to exist long after he dies. And killing the heroes would make the villain's jobs easier since there are less heroes to stop them. Then she could convince him to change the system from the inside out. Become the no.1 hero and teach the younger generation what it means to be a true hero.He goes to UA and Nezu allows him to attend since Nezu was planning to start a Rehabilitation system for misguided villains to start a new.(Izuku could possibly convince members of the league to join him). Ofc alot of people won't like this and Izuku will be hated and he would have to work really hard to prove himself to everyone. Also since his and Rika's conversation he gains full mastery of Rika like Yuta has in the manga and people are able to see her if he allow's them to. That's my idea how you can somewhat do both and still not have him be a vigilante.
