Im sorry but i think you might misunderstand. The sayan elite were only born with a higher powerlevel. I don't think it directly affects their potential for growth. Just look at goku/vegeta. Vegeta had a massive powerlevel at birth and goku had 3. Yet he surpasses him at every turn. The elite sayans were all sent to planets with higher powerlevels so he wouldn't even be on earth. And with the increase in powerlevel for goku would resoult in gohan being killed before goku hits his head. The story would be completely different and goku would moat likely just conquer earth and join raditz thus ending the story because goku would not increase past vegetas 18000 and would get killed trying to revolt against freezer😅

In the part where Goku and Vegeta fused, Vegito was WAAAAAAAAAYYYYYY STRONGER than Ssj3 Goku in base. Vegito's base = Goku's max being Ssj3 × Vegeta's max (Majin Ssj2 + amp after revived body) + some unknown amp on top. In the fusion between Raditz and Goku for the what if, Raditto in base would be Goku's Ikari Ssj × Raditz Ssj2, making him significantly multiple times stronger than Goku at max. Few things wrong. Goku proved that being an elite doesn't give a warrior greater potential. It just gives them a higher starting power. Nappa is an Elite Saiyan. He would have the same potential as all the other Saiyans. Nappa was the General of the Saiyan army before Freiza destroyed Planet Vegeta. Gohan in this story never got ultimate because he never went to the Supreme Kai's world. His highest would be SSJ3 since he used that in the Buu Saga in your what if. In this what if with Goku's mentality. He would never be able to unlock Ultra Instinct. Since he is a more focused warrior like Vegeta he would be able to get Ultra Ego.

Tbh why u considered Goku stronger is him actually needing to work for his high power level. Despite him not being around any significantly stronger warriors, Goku likely had more zenkais due to not steamrolling over his opponents like Vegeta and Nappa. Plus him learning martial arts and being skillful helped him. Goku without kaioken would've been obliterated by Vegeta and even with it, the spirit bomb and help by three other people could barely move compared to Vegeta who was able to limp away. Goku hitting his head helped him become a different person not dependant on the power leveling caste system. Like not becoming arrogant if he had a high one or being crafty and always needing to survive like Raditz. It gave him time to relax and not tire his body out from training too. He's weak but skilled coming from humbling and modest beginnings compared to Vegeta's powerful but prideful and survival first mindset.

Put his power level a little higher (even something as small as 100) and he wouldn't get as many zenkais. Cuz he would be decisively stronger than most of his opponents.
